Same experience here. Had to file a DOT complaint recently when UA refused to refund a ticket. Got an immediate (within 1/2 hr) response from the DOT with a lot of interest in the details. They also mentioned they are collecting these cases against United.
United paid VERY fast in my case and yes, they were also very polite and even apologetic.
I can only hope the DOT will finally take some (additional) action against United; this time it better hurts because they clearly didn't care when they got the last fine.
I agree, I hope anyone due a refund that fails to get it within a few weeks takes the DOT route and small claims if need be. It is very easy.
