I don't think any luxury hotel in Tokyo has a self-laundry but I know for sure that the PH doesn't. Laundry prices are in the standard luxury hotel range; i.e., high. One pair of underwear laundered is about Y800, for example.

There are coin ops and laundry services not far away but it's rather challenging to describe how to get to one. I think there is an attempt to do so earlier in this thread. Laundry and dry cleaning stores are also around and easier to find but curiously, laundry/dry cleaning stores in Japan seem to refuse to wash underwear.
