Intra-European flights that cross national borders are international flights.

Even for most domestic flights in Europe, SkyTeam carriers have generally provided me lounge access as a SkyTeam ElitePlus when flying European SkyTeam carriers, but I'm getting a but dated in going in as SkyTeam ElitePlus in coach.
