Assuming you're referring to the UN International Court of Justice -- no. Only nations can bring suit at the ICJ. Similarly, only nations can convene a WTO tribunal.

Typically, nation-states are immune from lawsuit under the doctrine of Sovereign Immunity. AA could only sue the Venezuelan government in the united states if permitted by the Foreign Sovereign Immunities Act (and even then can only execute a judgment against Venezuelan national assets under US jurisdiction).

The US has waived sovereign immunity under certain circumstances (Federal Tort Claims Act, Tucker Act). If Venezuela has similar law, AA could bring suit in a Venezuelan court.
