On NEO seats, armrests are definitely moveable. On 'regular' European airbus seats, I believe that it depends what row and some models may even have none moveable armrests like some of the long haul Y seats with remote controls in the arm rest.
As per AF website :
- Domestic A318 : moveable armrests except rows 1 and 2
- Domestic A319 : moveable armrests except row 1
- Domestic A320 : moveable armrests except rows 1 and 2
- Domestic A321 : moveable armrests except rows 1, 10, 11, 24, 25 and 26
- European A318 : moveable armrests except rows 1 and 2
- European A319 : moveable armrests on aisle seats from 3D to 23D except 10D and partially moveable on central seats on rows 14 to 25
- European A320 : moveable armrests on aisle seats from 3D to 10D & 14D to 19D and partially moveable on central seats on rows 20 to 29
- European A321 : moveable armrests on aisle seats from 2D to 7D, 11D to 21D & 25D to 35D and partially moveable on central seats on rows 24 to 35
