I don't think it's fair to blame the region and its culture.
Somehow airlines such as AA, DL, and B6 manage to deliver perfectly friendly service at all three NYC area airports.
If one can truly pinpoint a root cause for the 'tude at EWR CO/UA, I think it goes back to the days when this was the PeoplExpress hub. Once PE was integrated into CO, the station remained quite autonomous from Houston and this is how its corporate culture developed.
