Maybe with AVOD, they could add a way to opt-in to the announcements over one of the audio channels. I've generally got eyeshades on if I'm trying to sleep and will be listening to music, so neither announcements nor use of the window shade are going to bother me... but a lot of people are bothered by unnecessary noises and PA use for non-emergency, non-landing stuff would be that for many people.
