Definitely call again and hope for a happy agent on the phone - in my case it was painless and took less than 5 minutes. However, if it doesn't work I wouldn't get my hopes up too much to clear it at check in/when you get to DOH, since it should usually be arranged at least 72 hours before departure (I'm guessing that has to do with visa stuff and hotel reservations).
But you might be able to get some vouchers for meals and whatnot.. In anyway, good luck! In my opinion you should be eligible due to the prior flight being full, but sadly QRs description of who's eligible for free package is very ambiguous.
