Usually the June Gloom warning is needed, but this year we've not seen much of that. Come on down and expect sunshine.
I'd definitely skip Tijuana, and Seaport Village is very touristy. Check for special events in Old Town. They are free and some of them are really great. (Example - Twainfest in August). Balboa Park is beautiful and a wonderful mix of outdoor spaces and indoor museums.
