With a U116 and an Aeronaut or Tristar, I can pack enough for several weeks if need be, yet still never have go check luggage, even if my flights include legs on the smalles CRJs. Actual sizer dimensions: 9"x11"x18"
12.5" side on Briggs > 11"
Specs can be the interior dimensions, but over sizing is probably much less likely than under sizing.
I totally agree with points #1-3, especially #3's flat top and picked up your trick with the gear ties a while back. Now I pack gear ties with my Synapse 19 (which can be made to fit a UA personal item sizer) and wheeled carry-on. It comes in handy for securing elastic wash lines, too.
