Actually this is not entirely true. I too had a couple of delays and missed connections on BA and was treated pretty well. Both the times, was given 24hr transit visa, hotel accommodation, meal vouchers - dinner and breakfast, amnesty kit, airport transfers..I mean what else they are supposed to do?
The recent "letter to BA CEO" case, the person in context should clearly understand the limits of the rules as well as what the airline can do. The person was indeed given refreshments because of the missed connection - the law doesn't say anything about missed connections. Her original flight was never delayed - only she couldn't make it to that flight because of the delay. I too agree that the service airlines gives to India bound flights may not be the best of what they do - but hey !! that's how it is..live with that and wherever possible if the DGCA Rule applies - everyone should use that in a appropriate way.
