Even I was not aware of such Indian law. It was put forth by DGCA and I found the document on Cathay/Dragon Air Indian websites as well. I do have a copy with me - I am not sure how to upload it.

I too doubt this happening. Currently KA flies only to BLR and Kolkata in India and afaik CX/KA agreements were made in such a way that they don't take each other routes - of course this was before CX fully acquired KA. May be there are some legal issues for CX to take this route.
