Remember that for every 1 hour of the programme there are c. 100 hours shot. Its "all in the edit".

The programme makers are seeking to make a story.

Now, personally I tend to be biased. My own organisation was very well portrayed in "The Tube" and "The Routemasters"; both programmes caught people I know very well accurately. But... its all in the edit.
