I've had to fly on a CRJ-200 about a dozen times recently and haven't had any problems fitting my Tumi Voyageur Super Leger in the overhead compartment. It has to go in wheels sideways but there's usually plenty of room overhead because so many people end up gate-checking their bags. I try to leave it a little underpacked (about 6-7" deep) since the compartment is not very tall. However, because it's unstructured and soft-sided on 3 sides, it can also squish in if needed. The bag is normally about $400 but I bought it on sale at a Tumi outlet for about $225. I prefer to have wheeled larger bag than personal item because my personal item varies depending on if it's a business trip (laptop backpack) or vacation (camera bag).
