I have to get my wife and daughter Russian visas and, as it happens, I live close to the consulate in NY . I know the consulate outsourced its visa operations to some (badly-run?) private company downtown, but it looks like the consulate still accepts visa applications directly. My question is... does my wife & daughter have to go there, or can I just drop the papers for them at the consulate?
