What's a "Consolidator Fare" and How Can I Book One on United?

Reading Luck Coin's blog entry regarding the RDM change, consolidator fares will still earn based on a percentage of distance flown. For the majority of us who are forced to book the lowest available fare (by the company), this may be our saving grace.

So, how can I book a consolidator fare? What's the catch? Are they available only on some routes but not all?
