Fare buckets have been known to open if the flights remain empty (check the seat map). Judging by my flights this summer... they are already pretty full and will not have lower fare buckets open up.

I am a price conscious traveler spending my own money...so in your situation I would either book a flight to NYC and take the train or have paired some of last weeks WN sale fares together to get to ALB.
