Tere may have been seats in the lower buckets, but that's irrelevant for whether they'll make more available. Also, just because someone cancels doesn't mean their seat will go back into the same bucket.

Unfortunately, summer is likely to be very heavy. Whether they make seats available depends only on whether they think they can sell them in higher fares/buckets or not.
