Just received this offer today....

Buy 15,000 to 19,000 with a discount of 25%
Buy 20,000 to 150,000 with a discount of 40%.

For example 20,000 can be had for USD 450. So it nets to 2,25 CPM
Is this a good offer taking into consideration the recent announced changes for less RDM earned starting with 2015?
