No, I don't think you can upgrade BA flights with Qmiles. You can use Qmiles to redeem a BA or other oneworld flight.

Yes.

You can credit any oneworld flight to any oneworld airlines frequent flyer program. The earning rate is determined by the oneworld program you credit to.

You can redeem those miles/points from any oneworld program for any oneworld flight that has award availability. The rate is determined by the oneworld program you redeem for.

So, you can credit a QR flight to BA, and redeem BA avios for a QR flight. You would earn according to the BAEC program T&C's, and redeem at the BAEC rate.
