Are you talking about Singapore TAs? Its a service fee TAs go for.. not per segment booked...
If you add a segment (even if the segement to be added is waitlist) to an
existing and confirmed booking, thats what i suppose is the OTs question, the TA will charge you as soon as the added sector gets confirmed. Its a ticket change, ticket needs to be re-issued.
