Seriously, the only outstations where the special HON service works, are in SE Asia: SIN, HKG, BKK, SGN; the ME: AUH, DXB; and JFK where they work despite the rules - from my own experience of course.
On two occasions flying back with my family (wife and now 2&5 year olds) last year, we were greeted at the plane - both EWR and ORD. Our bags had already been placed on a trolley by the time we got to baggage claim. Mind you, we all have global entry and are through customs quickly. I appreciated the gesture and they all declined tips.
I've traveled with my family many times, not sure why those were isolated occurrences. Never been offered while traveling alone either.
