During the surveys they make at FCL they keep asking if I ever used the special HON porter service at arrival at out stations . I keep telling them that I never heard of it . And their response is that nobody else has either.

This special HON porter service is the HON carrying his/her own bags, despite what LH promises.
Seriously, the only outstations where the special HON service works, are in SE Asia: SIN, HKG, BKK, SGN; the ME: AUH, DXB; and JFK where they work despite the rules - from my own experience of course.
