SH, I think that you are thinking about (non-) Flex vs. Tango. The OP is in PE and all PE fares are eligible for e-ups. The 'non-flexible' fare class in PE requires a co-pay.

I would (and will) never pay the co-pay, but YMMV. I would (and will) pay for PE, though perhaps not on AC - we'll see how it plays out. I certainly won't do it on a route that might be subbed for another plane and put me in the middle of the back row in Y at the last minute.
