It sounds more like extortion to me.

Typically DL pays people $400 - $600 so as not to IDB them on an oversold flight and have to pay them $1300.

Here the OP was being asked $600 in order to board the flight (remember, Y was oversold so the only option was to pay $600 to board in F). Major monetization!
