That's not quite correct. Standing by is free. Making the flight costs $75.

The question is whether there was an error in communication, i.e. "You must pay $75 now no matter what" vs. "I need to swipe your card now and it will be charged $75 if you are put on the flight."

If he didn't make the flight out of LAS, he shouldn't have had to call in for a refund. If he did make the flight, then getting the refund was lucky.
