There shouldn't be a problem with a 22" bag. (In fact I've seen notices at some airports specifying up to 22"). At most locations, YYZ included, bags are not weighed routinely, especially if you've done OLCI. But on certain aircraft and flights they may be asking for people to gate check so if the bag looks too big, they may ask.
