Depending on how far you want to walk up to the top in Fushimi, you probably need at least 90 minutes. Nishiki at 12noon is more realistic.

You didn't mention how you will travel from Kyoto to Fushimi to Nishiki, so here's my suggestion.

From Kyoto Station to Fusimi Inari, take the JR to JR Inari station. Leave your luggage within the restricted area (before going through the ticket gates), since you will be coming back to take the JR to Arashiyama. You didn't say where you are coming from, but if you are taking the Shinkansen, I believe your ticket will allow you travel on the local train within the Kyoto area after disembarking the shinkansen.

From Fushimi Inari to Nishiki, take the Keihan line from Fushimi-Inari (different station from the JR Inari station) to Gion-Shijo. From there it's a 5-10 min walk to Nishiki.
