Following suggestions here I filed a complaint with FDIC regarding my VR cards that had been drained after activation. An FDIC employee called me back to discuss the issue. They were very helpful. Ultimately they informed me this is a state matter, since Incomm is not Federally-regulated. They forwarded my information to the Georgia Department of Banking and Finance, presumably since the VR cards show an address in Fortson, GA, although that's the address for ITC Financial Licenses and may not apply to IH Financial Licenses, also listed. Can anyone provide insight into these two variants?

I also filed with the California Department of Business Oversight since I live there. Have the state regulators responded to anyone?
