The 7 days in advance restriction is from the DOT regulation which requires all airlines to either hold a ticket for 24 hours or allow a full refund within 24 hours of booking.
UAs policy was implemented prior to the required DOT refund rule, and to my knowledge, doesn't have that limitation on it - should be available to any cancelation made within 24 hours, no matter how little time before the flight.
