Thats a little too general, I live in SF and have never gotten a cash only policy from any of my kmarts. However, kmart needs a managers override to use gcs to buy gcs, so thats likely not happening.

That said the people that work at kmart in my area tend to be dumber than the walmart folk (is that possible?). When it comes to this type of deal, they 1. never know about it, 2. even if you know the steps to do it and tell them how to do it, they still call over a manager, and 3. even the managers dont know about the promotion and typically dont know how to process it. Its terrible, I once spent half an hour just two get two giftcards. What a waste of time. I kept thinking that any minute now they were going to figure it out and Id leave with my giftcards, but yea, nope. Took half an hour + each time...
