I did think of breaking up the reservation. However, there is a $5 per day domestic security fee in NJ for a max of $140, so if I break up the reservation I end up paying more.

Book the ICAR if possible.. that will ensure you get an ICAR.. as for booking and ECAR, they have very very few of those and the condition is usually not that great.. if you get something which is really bad, you can always ask them to switch it.. if they refuse, which they usually don't, just take it to another location, tell them what problem you have with the car and switch it out.. the chances of another location having and ECAR available is small, so they will probably switch you out to an ICAR.. always remember, this entire thing has a lot of if and but involved and IF you are really OUT OF LUCK, it might not go as per plan..
most of my experiences with Hertz are great (refer my blog if you want to hear a whole page about how I love them).. so hopefully you should be fine..
