Yes, except for the airport-Phuket Town bus and the busses between Phuket Town and Karon/Patong (there is no bus between Kata/Karon/Patong/Kamala/Surin) there is no public infrastructure. You need to rent a car or motor bike to get around unless you would want to pay the heavily inflated taxi or tuk-tuk prices - 200 Bath for short trip in Patong
