Bora-Bora, Thalasso fall into the smaller hotel category with just 83 and 63 rooms/accomodations respectively so that 5% is 4 + 3 rooms/night only needing to be allocated by the hotels for awards nights.
I'm not sure what is the % that they must release, but was just using 1 room as an example that the term "No Blackout Dates" does not indicate the number of rooms to be released as that was TS' understanding.
