So, which is the better value, particularly assuming I don't get upgraded?

If you are transferring UR points, then DO NOT transfer to IHG. You can transfer them to Hyatt. The PH Sydney is only 30k points/night, way better value for your UR points than the IC or the HI. If you're willing to change hotels, use your free night at the IC, then 30k points at the PH Sydney.
