I believe TSA actually announced this a while ago - or maybe the announcement was just that certain ages didn't have to remove shoes, and this is the practical manifestation. Regardless, it seems like a fact. I see both elderly people and young children in the pre-check often while mom and dad have to go through the regular line. I've also heard people asking how they qualified for the "special line", to no response from the TSA agent of course.
