I'm trying to cancel a flight reservation made with Orbitz within the 24 hour window. They are telling me that I pain a $20 service fee that is not refundable. Nothing in any of the documentation that I have so far has anything about a cancellation fee and when booking the ticket, it clearly said that I could cancel without a penalty.

I haven't had this happen before, is this common?
