Had something like this the last two times I cam in from JER.

One occasion had the jetty attached but due to workplace practices, they had to wait until someone with the correct clearance came along to open a certain door that would let us access the jetty, downstairs and outside onto the bus.

Other time, a wait for someone to finish off elsewhere before getting us some steps to exit the plane for the bus.
