I know that in California it's against the law to charge for an extra driver. Does this still apply when the drop off location is in a different state (e.g. LAX-LAS)?
Also, in the above example, will there typically be an additional one-way rental charge? So far we didn't encounter any when renting SFO-LAX, but maybe this is different when going across state borders?
