If only you read it correctly. If it were EUR9 then I wouldn't waste my time or this forums to debate it. It's EUR40+45+17.85 = EUR102.85 or about $140.

More problematic to me is that none of these excluded fees were disclosed on the onscreen display by AutoEurope which I chose over a $30 cheaper quote from RentalCars.com (because they were offering a slightly better vehicle).
