22" will probably be fine, but I am curious to know how many people get turned away for those big rolling garment bags. I don't want one, but I see them often. They don't have a length issue but they are so wide - I am always surprised to see them being wheeled onboard. No one ever seems to say a word, even though they take up twice the width in the overhead bin.
