I have flown ORD-LHR-DUB many times over the past year with the last leg as a EI flight. I have never been denied access to the Star Alliance lounge there as a *G - they simply look at my incoming UA flight.

In terms of EI lounges - you do NOT have access. I have tried that one and the dragons there are very clear indeed.
