2. The fees were €40 (service charge - that could be a translation/restatement of the location fee and so I would argue that it is valid) but also a one-way fee (not included in the AutoEurope quotation) and €17.85 VAT.
I would suggest that the service charge is the way the location surcharge is being applied
EUR40 plus 21% VAT comes to EUR48.40 which is close enough to the EUR49 location surcharge as mentioned on the voucher. I would not be surprised to see it listed in voucher rounded up to the next full Euro. Other than the naming being different it looks to be pretty much spot on to that which was listed as being due
The one way fee of EUR54.45 (EUR45 plus EUR9.45 VAT) is a different matter and would seem to be something to address with AutoEurope in the 1st instance
Assuming that the renter signed to a typical Hertz agreement on pickup, Hertz is entitled to charge incurred fees to the card. As long as the booking was made as a one way rental and the drop fee was never specified by AutoEurope, then should refer to AutoEurope for a refund.
