Perhaps the slow posting of partner bonuses (particularly certificates) can be explained by analogy to the concept of "float." i.e. the airlines derive the $$ when they sell the miles to partners for distribution but do not become obligated to provide free transportation until miles are recorded in an acount for redemption; hence they are not in any hurry to process the certificates. Just compare this situation with credit card issuers who can have the card in your mailbox a week or so after you apply.
