But is JQ NZ a separate NZ airline? Isn't that simply the Australian airline operating VH-registered aircraft domestically within NZ (obviously using appropriate traffic rights to do so)?

QNZ is (deliberately) a separate New Zealand airline. AIUI, that's why it operates ZK-registered aircraft.
