I'm not even sure its issuer based, its just peoples own experiences. In the UK Lloyds Bank are infamous for having cards declined abroad but I've never had my Lloyds Bank Amex declined abroad. Amex do generally seem to be pretty good on their own cards as well, probably because more Amex card members travel.
