You will not get upgrade to harbour at IC that almost a given.
the rooms are much better appointed and if its only a matter of 15k then that is the pick the other hotel is friendly and in the middle of everything but the rooms are very HI basic. you could get a harbour glimpse but its not right on the harbour anyway.
both are great options when free.
