A. Just because a thread/wiki says it didn't count as a CA doesn't always hold true for every user and it subject to change.
B. Why would you not have your CA set to $0?
C. What do you need advisement on? You loaded your TD Go card with Citi card, it was coded as CA.

Move onto the next opportunity that will earn your miles.
