OP's departure was apparently delayed due to some form of luggage issue which OP doesn't describe or dispute. That caused him to miss the cutoff for his flight. If so, no EC 261/2004 duty of care and no duty to rebook.

Bottom line is that OP needs to provide exact facts if he wants good answers.
