Yup. this happened to me when I applied for my first Citicard since like 10yrs ago. I was automatically denied. Then I called the recon line. They checked it out..and because of a citi account that they closed because of inactivity, etc. But it was fixed and app approved.
I had the same experience. They had closed a business card due to inactivity and somehow put a black mark on my account. A couple of phone calls straightened this out. I believe it only impacted business card applications, but it might have come up when I applied for a regular card. This was a few years ago.
